Launched in Fall 2012 with support from the Ford Foundation, the TIME Collaborative is engaging a vanguard group of states and districts in pioneering work to build high-quality, sustainable ELT schools which enable higher achievement and broader educational opportunities for children in high-poverty communities. TIME Collaborative implementation costs will be supported through a combination of newly-flexible federal funding streams such as the Title IA set-aside funds (formerly SES and Choice) and potentially, the new 21st Century Community Learning Center - ELT competitive grant, as well as re-purposed state and local funds.
After recently completing a successful year of TIME Collaborative planning with a first cohort of schools across five states, the National Center on Time & Learning is soliciting applications from Gateway Cities and districts serving at least 65% low-income students to participate in a second round of planning in 2013-14. Selected districts will receive capacity-building grants and in-depth technical assistance to support the development of high-quality, sustainable plans for two to four ELT schools per district.
Applications are due to NCTL by May 31, and districts will be selected and notified by June 30 with technical assistance beginning in summer 2013. This timeline will enable schools to plan throughout the 2013-14 school year, and for those that are ready, move towards implementation in Fall 2014.
