Fran O'Reilly
Vice President for Research
  


Fran O’Reilly joined NCTL as our Vice President for Research in the Fall of 2009.  Fran previously served as Principal Associate with Abt Associates for the past eight years, where she has led multiple studies examining education policy initiatives, including the evaluation of the Massachusetts Expanded Learning Time Initiative. At NCTL, Fran will lead the Center’s national research agenda to support the commitment to understanding successful strategies to expand learning time, examining the use, effects, costs and conditions under which time can best enhance student learning.

Fran is an author of numerous technical reports, articles and book chapters, and has served as a technical reviewer of several journals, including the American Educational Research Journal, Educational Evaluation and Policy Analysis and the Journal of Special Education.  She holds an undergraduate degree in early childhood education from the University of Maryland, College Park, and an Ed.M. and Ed.D. in Administration, Planning, and Social Policy from Harvard University.
